If you watch messi or any other good dribbler you will notice these thing that im about to point out. In order to get good dribbling knowlage and teqnice, i suggest u read KCL guide, but in order to take this stuff and use it on the pitch more effectively you need get a good running form and proper change of direction
tip about shifting weight : Get your heels of the ground as you shift weight from one foot to the other. If you watch Messi dribble you can see him do this all the time. A simple exercise you can do is simply dancing, shifting you weight in a rhythm. so put your favorite music on and have a blast!

You're dead right about getting your weight off your heels though. It's so much harder to get moving if your feet are flat on the ground, you gotta keep on your toes and then BAM changing direction is so much easier
