I am very good at doing stepovers,scissors,feints,cutin,&out but i don't know when to use stepovers and when to use cuts feints dragging.Please tell me the correct time to use these moves

That is a great question.
Generally, feints are supposed to mislead or trick your opponent.
When an enemy confronts you, quickly glance at his body posture and footing.
If you see that he is flatfooted or leaning vulnerably in one direction, you may be able to beat him right away.
This would not be possible if he is well balanced and jockeying you.
Fakes and feints are useful when you feel that your enemy has closed you down or when he's waiting for you to turn or dribble sideways.
Imagine for example that you have your back to the enemy goal.
A ball is slowly rolling towards you and an enemy is behind you.
If you simply collect the ball and try to turn, your marker will usually stick close to you and will try to challenge you.
But if you throw in a feint before collecting the ball, your enemy will usually freeze up thus giving you more time.
Usually, fakes are valuable when you feel that an enemy has too much time to adjust to you and close down your options.
One more thing: you need to plan ahead of when to perform feints. Constantly ask yourself “If I get the ball at this moment, will I be able to beat my nearest enemy? Is he exposed or is he aware of what I'm trying to do?”
Knowing when to apply a specific cut or stepover comes from experience. Notice that most feints and cuts trick your opponent that you are going in one direction so you can advance in the other. Change in speed is another factor. Stopping abruptly or accelerating can catch your opponent by surprise.
Try performing different feints and cuts while observing the footing of your enemy. You will be surprised by how he reacts when you lean subtly, lunge or when you simply change your dribbling foot. Remember, opponents are beaten through observation!
